Quotations/ Limited tender inquiries for the procurement of “Electrical Discharge Machining (EDM)”.

Quotation/ limited tender inquiries are hereby invited in respect of the equipment mentioned below. The quotation should be sent directly to the undersigned in the sealed cover with wax / transparent fixing tape duly signed in ink underneath by post marked “Quotation/ limited tender for “Electrical Discharge Machining” and due date on the top of envelope so as to reach this office on or before 23/01/2012  upto 5.00 pm.
                These will be opened on   25/01/2012 at 3.00 pm in the presence of the tenderers or their representatives who may wish to be present. The Institute reserves the right of acceptance or rejecting any quotation without assigning any reason. Necessary literature of the equipment is also required to be sent along with the quotation. Specification for Electrical Discharge Machining (EDM)

Note:

a) Technical Bid in one cover: Technical Bid of the Tender should be covered in a separate sealed cover superscribing the wordings “Technical Bid” along with earnest money. The Quotee should invariably make specification of their product in the same order as mentioned/asked under Technical Specifications along with the supporting printed catalogue/leaflet of the equipment/manufacturer.

b) Commercial Bid: Commercial Bid of the Tender should be covered in a separate sealed cover superscribing the wordings “Commercial Bid”.   All bidders are required to mention the consolidated price as per tender specification (including Standard Accessories) mentioned above.

        All the documents viz. Technical Bid Cover and Commercial Bid Cover prepared as above are to be kept in a single sealed cover superscribed with “PURCHASE IN PRODUCTION ENGINEERING DEPARTMENT”, Item Name, Due date and the wordings “DO NOT OPEN BEFORE 25/01/2012 at 3.00 pm”
Other general terms and condition of the limited tender will be as under:-

1. Trade Marks/ISO of all the articles quoted for should invariable be indicated against each item.
2. The company should provide the warranty of the supplied equipment for 1-2 years.
3. The validity of offer should be for at least 90 days after opening the bid.
4. The bidder has to deposit the earnest money of Twenty Thousand Rupees in the form of Demand Draft in favor of Director, PEC University of Technology Chandigarh payable at SBI PEC (0002452) Chandigarh. Suppliers registered with DGS&D, National Small Industries Corporation (NSIC) Govt. Approved Sources are exempted. Tender without earnest money shall be considered unresponsive and rejected. The earnest money of all the bidders except the successful bidder will be returned after the completion of the purchase process. The earnest money of the successful bidder will be returned on submission of performance security of 5 % of the cost of the equipment in the shape of Bank Guarantee/FDR/DD which should be valid for a period of 60 days beyond the completion obligations of the supplier including warranty. Performance security is to be forfeited and credited to the Institute in the event of breach of contractual obligation by the supplier in terms of relevant contract.
5. Rate should be quoted F.O.R. PEC University of Technology, Sector-12, Chandigarh and should include all freight charges, postage, packing, cartage duties. All taxes etc. to be indicated separately.
6. The item(s) must be supplied within 6-8 weeks form the date of issue of purchase order.
7. In case the supply of equipment is delayed a penalty @ 2% of the cost per month will be imposed after expiry of the delivery period.
8. Conditional quotations will be rejected summarily without any intimation. Therefore, no extra condition should be inserted in the quotations.
9. No revision of rates will be allowed except taxes/charges levied by the central/state by duly notified only.
10. No advance payment will be made. Payment will be released after satisfactory receipt of goods/material, demonstration/installation and of production of bill (in duplicate) in name of Director PEC University of Technology, Chandigarh.
11. The firm who have been blacklisted by Central/State Govt./UT/Board/Corporation/any Govt. authority/PEC University Technology are not eligible to quote.
12. EMD of the successful firm will be forfeited in case of the material supplied is not as per specifications or inferior quality, EMD can also be forfeited and if firm violates any of the terms & conditions.
13. All disputes will be subject to Chandigarh jurisdiction.
14. The Director PEC University of Technology reserves to himself the right to reject any quotation without assigning any reason.
15. The bidder will not be permitted to alter or modify their bid after the expiry of the deadline for receipt of bids.
16. Bids received after due date will not be accepted. PEC University of Technology shall not be responsible for any postal delay about non-receipt/non delivery of documents.
17. The firm is entirely responsible for any damage of loss done to the material in the transit, the firm will lodge, all the complaints regarding damage done in the transit and shell bear all the expenses.
18. Full payment will be made to the company/firm after the receipt of the material in the good condition/satisfactory operations/installation of equipment in the department.
19. Rate agency may send the material insured if necessary but the insurance charges will be borne by the Rate Quoting Agency.
20. The Institute being a premier Education and Research Institution funded by Govt. discount as applicable to Research Institutes/Educational Institutes may be provided in the quote.
21. The Vendor will be responsible for the comprehensive maintenance of equipment supplied during the warranty period after the acceptance of installation & testing of equipments. In case of default PEC University of Technology, Sector-12, Chandigarh will have the right to arrange maintenance at the risk and cost of vendor from any other source and shall raise bills to vendor. Vendor shall clear such bills within 15 days.
22. If price is quoted in foreign currency, the rupee equivalent price must also be indicated.
23. The material will be accepted only after inspection at this Department. If not found suitable according to the specification the same will be returned at the own cost and risk of the supplier
